Sheff Wed Faces Major Issues, Says New Football Authority

'We will play a key role in football's future' - football oversight chief the regulator's chair

The team's current difficulties are seen as a "significant problem" and the new football authority is looking to gain the ability to examine team situations in comparable cases, the newly appointed chairman the official has stated.

Through a comprehensive talk, the regulator, who was appointed on Monday, voiced concern towards supporters of the Owls.

Kogan met with four supporter groups associated with the South Yorkshire club this week.

The team have been experiencing difficulties in multiple areas in this season, with the club missing wage payments on several different times, including in last month.

"Obviously the club has become a serious issue for football authorities and a substantial concern for English football," the chairman stated.

"The club represents one of the great brands for the English game and in recent days we have met supporters' organizations.

"We're now looking to get powers... which will permit us to bring Wednesday and comparable cases submitted for our review if they warrant scrutiny and dealt with."

Monetary Issues and Leadership Concerns

The club's controversial proprietor the Thai businessman suggested earlier this year he would be prepared to relinquish control at Hillsborough, but he has been unable to finalize an agreement with interested parties.

Delayed salary payments on time in March and May led to sanctions by the league officials in June, stopping Wednesday from completing any recruitment activities for the next three transfer windows, although those limitations were removed in August.

Official's Viewpoint

The regulator explained: "The job [of the regulator] is there for the fans of Sheffield Wednesday, other clubs in similar situations where supporters are loyal to a community organization that has represented their community in many cases.

"I have absolute sympathy for the team's plight, as I do for every team that since 1992 have gone to the wall, or been close to going to the wall, for reasons that have nothing to do with the followers."

Inquired if the oversight body could require an chairman to relinquish a club if they are judged inappropriate, the chairman responded: "When asking whether 'would we intervene in the final instance?', the answer is once we assemble the facts and comprehend the circumstances, we will."

But Kogan stressed that compelling proprietors to divest clubs would be treated as a "last resort" and the oversight body would choose to work with them.

"The final option we would consider is start getting involved with an specific team, an individual owner, without being able to work with that owner to try and resolve the issues that the club's facing and the chairman's encountering," the regulator explained.

"However, realistically, when you look back over the history of the sport, over the last 20 or 30 years there have been particular chairmen, not many, but some who have been irresponsible in the approach they have taken toward their teams and eventually refuse to accept accountability for the coming years."

Wednesday followers have been protesting against the current proprietor in recent months

'Mistakes could erase significant advances'

The regulator engaged delegates from multiple organizations to detail the scope of the regulator on Wednesday and stated it constituted a "progressive gathering" with a "significant participation" from the grassroots to elite level.

"The role holds considerable importance, because if errors are made, if the world of football gets it wrong, the remarkable development accomplished necessary will vanish rapidly," the chairman stated.

"Such an outcome is universally undesirable in the terms of English football is a substantial accomplishment - we need to continue the progress.

"Considerable investment entering the sport and has been invested for the last 20 or 25 years, because there's no guarantee it will keep flowing into the sport, which is one of the reasons why I think we have to adopt a precise perspective on challenges and obviously, of the next two or three years."

Premier League Concerns

Elite division representatives objected to the formation of an authority because of fears of a negative impact on the Premier League's sporting equality, but the regulator stated: "I fully support the success and growth as an economic entity of the top division.

"I of all people understand the apprehension regarding damaging the top flight as an elite competition of the nation. But concurrently, if you engage with division representatives after this week's discussion, they would have had a significant degree of comfort -and, in fact, they have been telling us in private they have a considerable comfort."

Ideological Links

The chairman continues to confront a "full inquiry" by the official appointments authority after he disclosed making donations to the Labour Party in recent years.

The 68-year-old donated money to Secretary of State for Culture, Media and Sport the minister's leadership bid, along with that of the current Prime Minister.

"I've been completely open about my former ideological connection [with Labour], and that ideological connection terminated the day the official body endorsed my nomination," Kogan said.

"I am presently disconnected from any form of political activity."
